I have tested this spell and its pretty bad, should be better if its a rare spell and you need to put 5 extra stats points to use it, in my opinion :) , right? Maybe im wrong

It sucks big time; 2 tiles off and it hits just once, which renders it just as useful as MFS / ES / LS in that particular case.
HF was meant to deal great amount of damage in a wide area (5x5) for the cost of great amount of MP.
To be precise:
~200 MP with ms18, ms28 wand
3 hits at the edge of the effective area
4 hits 1 tile away from the center
5 hits direct impact
There has to be no difference in the magnitude of the hits. The damage caused by each hit has to resemble the damage caused by the individual hits of Blizzard.

This way it becomes slightly more efficient than Blizz on a single target (easier to aim, higher mana cost) and much more efficient than Blizz on multiple targets w/o the freeze.

As for flying — it does not have to fly targets on direct impact just like ESW, FoT and MS don't, else it becomes close combat spoiler. Otherwise it has to fly targets away from the center as other spells do.

Right now it does fly targets on direct impact.

Posting all that, because I don't see HF match the "stun" description Cleroth shared some time ago. Maybe it hasn't been implemented yet and it isn't too late to throw in a fair suggestion.
